Mental Health Reform
Prior to serving on City Council, Michael Berlucchi served on the Human Rights Commission where he advocated for improved funding and reforming Virginia’s insufficient mental heath services. He continued this advocacy on City Council where he sponsored a resolution urging the General Assembly to reform the delivery and access of mental health services.

Virginia Beach has a growing economy with a good tourism and military economic engines. Virginia Beach is open for business as an inclusive community and a level playing field. We must keep taxes low for residents and businesses, and market Virginia Beach as the best place to start a business. Low regulations and pro-business policies give us a competitive edge in bringing jobs to Virginia Beach.
Michael Berlucchi believes Virginia Beach should be a city of inclusion. We should warmly welcome everyone who wants to live, visit or do business in our city. We should be inclusive in the way we approach city government, and make sure we reach out to voices that aren’t frequently heard. We should improve access to our political, civic and business communities that are all strengthened by diverse background and experiences throughout Virginia Beach. And we should be a top destination for all visitors and not a narrow demographic. We should value the young entrepreneur and creative class as a key component of fostering new economic growth in our city.
Michael Berlucchi is proud to vote in his very first year to begin addressing the 20-plus year problem of unfair salary compression of police and fire professionals. We have the best trained public safety employees in the nation and they deserve protection in their salaries, benefits and workman compensation needs, and Michael Berlucchi will always protect those who protect all of us.
Promoting our Environment
Virginia Beach is a beautiful city from our shorelines to our rural communities. Agriculture is a strong pillar of our local and state economy. Agribusiness and agri-tourism are markets Virginia Beach should expand and grow. Michael Berlucchi believes we should promote all efforts to keep our bay and beached clean and protect the Atlantic coast from anything that could destroy our tourism economy or ocean ecosystem.
Resilient Strategies to Adapt to and Mitigate Recurrent Flooding and Sea Level Rise
One of Michael Berlucchi’s first votes was to dedicate the highest percentage of city funding to mitigate recurrent flooding. Representing the neighborhoods which were hardest hit by Hurricane Matthew is a responsibility Michael doesn’t take lightly, and will advocate for the funding necessary to face this challenge.
